1. A method performing two-step random access (RA) in a user equipment (UE), the method comprising:
transmitting a message A (MsgA) to a base station, the MsgA including an RA preamble on physical random access channel (PRACH) and a payload on physical uplink shared channel (PUSCH);
monitoring a physical downlink control channel (PDCCH) for a message B (MsgB) corresponding to the MsgA from the base station within a configured time window for an RA response of the two-step RA; and
receiving the MsgB from the base station, wherein the MsgB includes at least one medium access control (MAC) sub protocol data unit (subPDU),
wherein a MAC subPDU of the at least one MAC subPDU includes a MAC subheader,
wherein the MAC subheader includes a first bit field indicating whether the MAC subheader includes a random access preamble identifier (RAPID) or a second bit field, and
wherein the second bit field is included in the MAC subheader in case that:
the MAC subPDU including the MAC subheader includes a contention resolution identity (ID), or
a backoff indicator (BI) is included in the MAC subheader.
