12. A circuit comprising:
a first inverter coupled to a first voltage supply, and configured to receive a first input signal, and to generate at least a second input signal;
a level shifter circuit configured to receive an enable signal and the first input signal, and to generate a first signal and a second signal responsive to at least the enable signal or the first input signal, the first input signal having a first voltage swing, the first signal or the second signal having a second voltage swing different from the first voltage swing; and
a first feedback circuit coupled to the level shifter circuit, and configured to latch a previous state of one of the first signal or the second signal responsive to another of the first signal or the second signal.
