1. A diffusive optical device, comprising:
a glass substrate;
a first polymer layer disposed on a first surface of the glass substrate,
wherein:
the first polymer layer includes a plurality of adhesion promoter molecules, and
the plurality of adhesion promoter molecules include at least one adhesion promoter molecule that includes a molecularly flexible spacer; and
a second polymer layer disposed on the first polymer layer,
wherein:
a refractive index of the first polymer layer is different than a refractive index of the second polymer layer, and
a non-uniform surface of the second polymer layer is configured to interface with free space.
