1. A roofing membrane, comprising:
a water-impermeable insulation layer;
a binding layer coupled to the insulation layer, wherein:
the binding layer is dry and non-tacky; and
the binding layer is configured to be tacky upon an application of water; and
a release layer coupled to the binding layer such that the binding layer is between the insulation layer and the release layer.
