1. An image decoding device comprising:
a prediction signal generation unit that generates a prediction signal by intra prediction, wherein
in a block to which intra sub-partitions are applied, the prediction signal generation unit refers to a pixel of a decoded block adjacent to the block when generating prediction signals of all sub-blocks in the block, in a case where sizes of the sub-blocks in a horizontal direction are less than a first threshold value, and
in the block to which intra sub-partitions are applied, the prediction signal generation unit refers to a decoded pixel of a sub-block processed immediately before, in a case where the size of the sub-block in the horizontal direction is equal to or larger than the first threshold value.
