1. A system comprising:
a first customer premises device (CPE) configured to transmit and receive data over a Data Over Cable Service Interface Specification (DOCSIS) network according to a first frequency spectrum plan, wherein the first CPE is configured to transmit upstream data in a first frequency range between a first frequency and a second frequency;
a second CPE configured to transmit and receive data over on the DOCSIS network according to a second frequency spectrum plan, wherein the second CPE is configured to transmit upstream data in a second frequency range between the second frequency and a third frequency,
wherein the first CPE is further configured to receive downstream data in a third frequency range between the second frequency and a fourth frequency according to the first frequency spectrum plan;
a processor; and
memory storing computer-executable instructions that, when executed by the processor, cause the processor to:
determine an overlap between the second frequency range and the third frequency range; and
cause to send, based on the overlap, a first packet indicating for the first CPE to transmit and receive the downstream data outside of the second frequency range.
