1. A method performed by a terminal in a communication system, the method comprising:
receiving, from a base station, a first synchronization signal;
identifying that a radio link quality of a serving beam corresponding to the first synchronization signal is worse than a first threshold;
in case that the radio link quality of the serving beam is worse than the first threshold, delivering an indication associated with a beam failure, wherein the indication associated with the beam failure is delivered from a physical layer of the terminal to a higher layer of the terminal;
identifying that the beam failure is detected on the serving beam based on the indication associated with the beam failure; and
based on the beam failure being detected, performing a random access procedure for a beam failure recovery with the base station,
wherein the random access procedure for the beam failure recovery is performed based on a beam corresponding to a second synchronization signal with a measurement result above a second threshold, and
wherein a medium access control (MAC) control element (CE) for the beam failure recovery is transmitted to the base station based on the random access procedure.
