1. A method comprising:
receiving, by a wireless device from a base station, an indication of sidelink subcarrier spacing (SCS);
determining, based on measurement during a measurement window, a congestion control parameter, wherein a size of the measurement window is based on:
a processing timing capability of the wireless device; and
the sidelink SCS; and
sending, via a sidelink and based on the congestion control parameter, at least one message.
