1. A communications system comprising:
a communications manager configured to:
identify data for transmission; and
transmit pulses of noise signals encoding the data,
wherein the noise in the noise signals is nondeterministic noise; wherein the data is encoded in the pulse of the noise signals using at least one of a timing of the pulses and a duration of the pulses.
