1. An immobilized chalcogen system or body comprising a mixture of:
chalcogen, at least 17 wt % of the chalcogen being one of sulfur, oxygen or tellurium; and
a carbon, the carbon having a carbon skeleton that comprises an aromatic conjugated π-bonding system and a deactivation chemical functional group bonded to a carbon atom of the carbon skeleton and withdrawing electrons from the aromatic conjugated π-bonding system, wherein
an activation energy for a chalcogen particle to escape the immobilized chalcogen system or body is ≥96 KJ/mole.
