1. A water electrolysis catalyst with a core-shell structure, having:
a vanadium-doped cobalt nitride (V—Co4N) core; and
a cobalt-nickel phosphate (CoNiPOx, x is a natural number) shell,
wherein, in the vanadium-doped cobalt nitride, vanadium is doped at 3 at %.
