1. A tissue resecting device comprising:
an elongated structure having a longitudinal axis, the elongated structure comprising an outer sleeve with a distal window configured to receive tissue and an inner sleeve configured to move between a proximal position and a distal position relative to the window;
an electrode element coupled to the inner sleeve and extending distally of the inner sleeve, wherein the electrode element is distinct from the inner sleeve; and
an insulative layer disposed on an outer surface of the inner sleeve and extending uninterrupted onto an outer surface of the electrode element, wherein the outer surface of the electrode element extends distal of the insulative layer;
wherein the electrode element serves as an active electrode having a first polarity and the outer sleeve serves as a return electrode having a second polarity opposite the first polarity.
