1. A method performed by a user equipment (UE) adapted to operate in a wireless communication system, the method comprising:
based on i) the UE being in a radio resource control (RRC) inactive state, and ii) a transmission of uplink (UL) data being allowed while the UE is remaining in the RRC inactive state, transmitting an RRC resume request message and the UL data to a receiving gNB,
wherein a retrieve UE context request message including information related to transmission of the UL data in the RRC inactive state is transmitted from the receiving gNB to a last serving gNB, after transmission of the RRC resume request message,
wherein a message including UL transport network layer (TNL) information is transmitted from the last serving gNB to the receiving gNB, after transmission of the retrieve UE context request message, and
wherein the UL data is forwarded to the last serving gNB and delivered to a core network based on the UL TNL information;
after transmission of the UL data is completed, receiving an RRC release message including a suspend configuration from the receiving gNB; and
moving to the RRC inactive state based on the suspend configuration being included in the RRC release message.
