1. A method performed by a terminal in a wireless communication system, the method comprising:
transmitting, to a base station on a secondary cell (SCell), a random access preamble based on a first subcarrier spacing;
receiving, from the base station on a primary cell (PCell), a random access response (RAR) message for the random access preamble based on a second subcarrier spacing, the RAR message including an uplink grant; and
transmitting, to the base station on the SCell, a message 3 (Msg 3) using the uplink grant based on the first subcarrier spacing,
wherein a duration between a reception of the RAR message and a transmission of the Msg 3 is determined based on the first subcarrier spacing.
