21. A method performed by a base station, the method comprising:
the base station transmitting to a user equipment (UE) a first radio resource control (RRC) message, wherein the first RRC message comprises information that associates a first state with a first type of reference signal (RS);
the base station transmitting to the UE a second RRC message, wherein the second RRC message configures the UE to transmit to the base station a report comprising i) N reference signal received power (RSRP) measurement values, where N>1, and ii) N RS indices (RSIs), where each one of the N RSIs corresponds to one of the N RSRP measurement values;
the base station receiving the report from the UE, wherein the report comprises the N RSRP measurement values and the N corresponding RSIs;
the base station selecting one or more of the N RSIs;
for each selected RSI, the base station associates the selected RSI with a beam indicator; and
the base station transmitting to the UE information mapping each one of the selected RSIs to the associated beam indicator for the selected RSI.
