an information element indicating other uses; and
an identifier of a closed access group (CAG) identifying a group of subscribers allowed to access a cell; and
determining that the cell is a candidate for cell selection and cell reselection, when the information element is true and the terminal subscribes to the group of subscribers allowed to access the cell associated with the identifier of the CAG,
wherein when the information element is true and the terminal does not have capability of supporting a non-public network (NPN), a processor of the terminal determines that the cell is barred.
