1. A mobile response unit for disaster relief, the mobile response unit comprising:
a router configured to:
connect to one or more wireless network connections; and
combine, responsive to a disruption in at least one wireless connection of the one or more wireless network connections, the one or more wireless network connections to form a bonded failover connection, wherein the disruption is due to a natural disaster;
a transmitter configured to:
connect one or more user devices to the bonded failover connections; and
transmit one or more signals via the bonded failover connection; and
a processing circuit including a processor and memory, the memory having instructions stored thereon that, when executed by the processor, cause the processing circuit to:
transmit, to a computing system, via the bonded failover connection, an indication of a transfer of (i) a resident and (ii) a caretaker associated with the resident, the transfer based one the natural disater.
