1. A method, being performed by an incentive and measurement trigger function (IAMTF), for directing a mobile communications device towards a geographical area with the purpose of utilizing the mobile communication device, when in the geographical area, for making network related measurements, the method comprising:
obtaining area information indicating the geographical area for which it would be beneficial to make network related measurements; and
providing directing information indicating the geographical area to an incentive distribution function (IDF) that distributes, to one or more mobile communications devices not currently served by a cell in the geographical area, an incentive to roam into the geographical area; and
initiating network related measurements in the geographical area,
wherein at least one of the one or more mobile communications devices is a reporting mobile communications device that received the incentive to roam into the geographical area and then reported network related measurements while in idle mode,
and wherein the method further comprises:
verifying an actual presence of the reporting mobile communications device in the geographical area by distributing the incentive to the reporting mobile communications device only after the reporting mobile communications device connects to the cell in the geographical area.
