1. A mobile telecommunications system base station for a mobile telecommunications system including at least one primary cell and at least one secondary cell being associated with the at least one primary cell, the base station comprising circuitry configured to:
transmit, using the at least one primary cell, secondary cell system information that is specific for the at least one secondary cell in response to a received request issued by a user equipment,
wherein communication in the mobile telecommunications system is distributed at least over a control plane and a user plane,
wherein signaling is communicated over the control plane and user data are communicated over the user plane,
wherein the circuitry of the base station is further configured to broadcast system information, including the secondary cell system information, over the user plane,
wherein the transmission of the secondary cell system information that is specific for the at least one secondary cell is a broadcast in response to received requests issued by a plurality of user equipment including said request issued by said user equipment, and
wherein the secondary cell system information transmitted using the at least one primary cell includes scheduling information indicating a broadcast schedule for the user plane, and user plane specific information includes the scheduling information.
