1. A method for video coding, comprising:
encoding a video bitstream comprising a current block in a current picture to a coded video bitstream in accordance with formatting rules,
wherein the formatting rules specify a first syntax element indicating a prediction mode for the current block in the current picture is one of: an inter prediction mode and an intra block copy (IBC) mode;
wherein the formatting rules specify a second syntax element indicating a base vector from a candidate list including a motion vector candidate used in the inter prediction mode and a block vector candidate used in the IBC mode;
wherein the formatting rules specify a third syntax element indicating an offset vector based on offset directions and step sizes for constructing offset vectors, wherein the step sizes are biased such that one of the step sizes has a shorter codeword than another one of the step sizes, wherein a motion vector of the current block is a summation of the base vector and the offset vector in response to the prediction mode being the inter prediction mode and a block vector of the current block is a summation of the base vector and the offset vector in response to the prediction mode being the IBC mode; and
wherein the method further includes transmitting the coded video bitstream including prediction information, the prediction information indicating the first syntax element indicating the prediction mode, the second syntax element indicating the base vector, and the third syntax element indicating the offset vector.
