1. A method for measurement configuration that is implemented by an access network device, the method comprising:
transmitting measurement configuration information to a terminal in response to failure of receiving, by the access network device, an indication that indicates the terminal is capable of acquiring a direction of an optimal transmit beam from a direction of an optimal receive beam the measurement configuration information including at least one measurement resource and at least one piece of antenna panel identification information corresponding to the at least one measurement resource, where the measurement resource further includes a sounding reference signal (SRS) resource or an SRS resource group;
receiving SRSs transmitted by the terminal over SRS resources, each of the SRSs being transmitted by the terminal over each of the SRS resources over an antenna panel indicated by the antenna panel identification information; and
selecting at least one SRS based on a measurement result from the terminal measuring the SRSs and transmitting uplink transmission indication information corresponding to an SRS identifier (ID) of the at least one SRS to the terminal, wherein the terminal is operable to determine the SRS ID corresponding to the uplink transmission indication information, and perforin uplink transmission over: a transmit beam corresponding to the SRS ID, or a transmit beam and an antenna panel corresponding to the SRS ID.
