1. A method comprising:
detecting a hazard at one of a plurality of entities based on collected information from the plurality of entities of a smart city using an Internet of Things (IoT) network;
determining, by a computer processor, whether the detected hazard requires preemptive shutdown of at least one component of one of the plurality of entities at which the hazard is detected;
determining, by the computer processor, whether a predefined shutdown plan exists for the detected hazard at the one of the plurality of entities;
when the predefined shutdown plan does not exist, generating, by the computer processor, a new shutdown plan, based on predefined criteria, for the detected hazard at the one of the plurality of entities;
shutting down, by the computer processor, the at least one component of the one of the plurality of entities based on the new shutdown plan or the predefined shutdown plan; and
monitoring and reporting, by the computer processor, a status of the shutdown of the at least one component,
wherein the plurality of entities includes a plurality of facility plants and a plurality of utility plants.
