1. A photonic device, comprising:
a waveguide having a first side and a second side opposite the first side;
a first electrode at the first side of said waveguide and physically disconnected from said waveguide;
a second electrode at the second side of said waveguide and physically disconnected from said waveguide; and
a two-dimensional (2D) material directly coupled to the first electrode and the second electrode to directly electrically connect the first electrode with the second electrode.
