1. A method for forming a catalyst composition, the method comprising:
suspending graphitic carbon nitride in water to form a suspension;
adding a platinum halide salt to the suspension; and
heating the suspension with the platinum halide salt to form a catalyst composition including a plurality of platinum oxide nanoparticles disposed on the graphitic carbon nitride.
