1. A wireless device comprising:
a transceiver configured to transmit and receive one or more wireless signals;
one or more processors; and
a memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
receive a radio resource control (RRC) message, wherein the RRC message indicates a first power headroom report (PHR) configuration, wherein a multiplePHR parameter of the first PHR configuration is set to either True or False;
receive an RRC release message, wherein the RRC release message comprises a first configuration parameter for a second resume procedure, and wherein the first configuration parameter for the second resume procedure comprises a signaling radio bearer2 (SRB2) indicator and a data radio bearer (DRB) list;
receive system information indicating:
a first timer;
a second timer;
a reference signal received power threshold; and
a data volume threshold;
trigger, based on the second resume procedure being initiated, a PHR, wherein the triggered PHR is based on a second PHR configuration, and wherein a multiplePHR parameter of the second PHR configuration is set to False; and
cancel the triggered PHR, wherein the triggered PHR is canceled based on
the second resume procedure being ongoing; and
an uplink grant can accommodate all pending data available for transmission but is not sufficient to additionally accommodate a PHR Medium Access Control (MAC) Control Element (CE) and a subheader of the PHR MAC CE.
