a processing system including a processor; and

a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, the operations comprising:

obtaining a first report, wherein the first report includes first data that indicates first radio frequency conditions detected by a mobile communication device;

processing at least the first data to select a first network device to provide first resources in a provisioning of a communication service to the mobile communication device in an uplink direction and a second network device to provide second resources in the provisioning of the communication service to the mobile communication device in a downlink direction, wherein the second network device is different from the first network device;

issuing at least one command to the first network device and the second network device that causes the first network device to allocate the first resources for the mobile communication device as part of the communication service in the uplink direction and causes the second network device to allocate the second resources for the mobile communication device as part of the communication service in the downlink direction;

subsequent to the issuing of the at least one command, obtaining a second report, wherein the second report includes second data that indicates second radio frequency conditions detected by the mobile communication device, and wherein the second radio frequency conditions are at least partially different from the first radio frequency conditions;

processing at least the second data to select a third network device to provide third resources in the provisioning of the communication service to the mobile communication device in the uplink direction and a fourth network device to provide fourth resources in the provisioning of the communication service to the mobile communication device in the downlink direction; and

issuing at least a second command to the third network device and the fourth network device that causes the third network device to allocate the third resources for the mobile communication device as part of the communication service in the uplink direction and causes the fourth network device to allocate the fourth resources for the mobile communication device as part of the communication service in the downlink direction.
