1. A method comprising:
receiving, by a wireless device and via a first control resource set (coreset) of a first cell, a physical downlink control channel (PDCCH) order initiating a random-access procedure for a second cell; and
transmitting, via the second cell and with a transmission power determined based on a reference signal (RS), a random-access preamble of the random-access procedure, wherein the RS is indicated by:
a first transmission configuration indicator (TCI) state of the first coreset in response to the first cell being same as the second cell; and
a pathloss reference RS of the second cell in response to the first cell being different from the second cell.
