1. A method performed by a terminal in a wireless communication system, the method comprising:
receiving, from a base station, a radio resource control (RRC) release message including information indicating a configuration for an RRC inactive state;
suspending all signaling radio bearers (SRBs) and all data radio bearers (DRBs) except for an SRB0 based on the information;
performing operations for the all DRBs based on the information, the operations comprising setting a state variable of a packet data convergence protocol (PDCP) entity to an initial value; and
entering the RRC inactive state based on the information,
wherein the state variable indicates a count value associated with a PDCP service data unit (SDU) of the PDCP entity.
