1. A method for decoding a bitstream to obtain a video sequence, wherein the method comprises, when decoding a current picture from the bitstream:
performing, by at least one processor of a decoder:
obtaining, from the bitstream, least significant bits of a picture order count for a long term reference picture included in a reference picture set of the current picture; and
obtaining a flag for said long term reference picture, wherein the flag indicates whether or not to use a picture order count cycle;
wherein the flag indicates that the picture order count cycle is used when the least significant bits of a picture order count for the long term reference picture match more than one picture in a set of previously decoded pictures, wherein the set of previously decoded pictures comprises a previous temporal sub-layer reference picture (P) in decoding order that has a temporal identifier (TemporalId) equal to 0.
