1. A method in a first electric vehicle charging station, comprising:
receiving a first charging session request that requests a first charging session between a first electric vehicle and the first electric vehicle charging station, wherein the first charging session request includes a first identifier that identifies a first electric vehicle operator, wherein the first electric vehicle charging station is coupled with a second electric vehicle charging station that is coupled with an electric vehicle charging station network server, wherein the first electric vehicle charging station is configured to operate as a public charging station during a first time period and as a private charging station during a second time period, and wherein the first charging session request is received during the first time period;
transmitting the first charging session request from the first electric vehicle charging station to the second electric vehicle charging station while a communication connection between the first electric vehicle charging station and the second electric vehicle charging station is functioning correctly;
receiving, from the second electric vehicle charging station, a reply that indicates that the first electric vehicle operator is allowed use of the first electric vehicle charging station;
receiving a second charging session request that requests a second charging session between a second electric vehicle and the first electric vehicle charging station, wherein the second charging session request includes a second identifier that identifies a second electric vehicle operator, wherein the second charging session request is received during the second time period; and
performing, at the first electric vehicle charging station, a local authorization of the second charging session request based on the second identifier included in the second charging session request while the communication connection between the first electric vehicle charging station and the second electric vehicle charging station is not functioning correctly, wherein performing the local authorization of the second charging session request includes comparing the second identifier included in the second charging session request against a local authorization list applicable for the second time period to determine whether to grant the second charging session request.
