1. A cementitious binder comprising:
at least 10% lime by mass, wherein the lime has a Brunauer-Emmett-Teller (BET) specific surface area of less than 6 m2/g and the lime comprises at least 90% calcium hydroxide by mass;
at least 20% of a pozzolan by mass; and
at least 2% calcium sulfate by mass.
