1. A non-transitory computer-readable medium including instructions that are executable by a computer to cause the computer to perform operations comprising:
transmitting, from a serving cell to a terminal,
ephemeris data of a satellite providing communication with the terminal for at east one of the serving cell and a neighboring cell and
cell measurement window specifications;
receiving an indication from the terminal that a cell measurement signal transmitted from the neighboring cell will arrive at the terminal outside of a time frame defined by the cell measurement window specifications;
modifying the cell measurement window specifications based on a difference in propagation delay between the serving cell, which defines the cell measurement window specifications, and the neighboring cell so that the cell measurement signal will arrive at the terminal within the time frame defined by the cell measurement window specifications; and
transmitting modified cell measurement window specifications to the terminal.
