1. A formulation consisting of:
a binding agent;
an aqueous solvent; and
one or more cosmetically acceptable excipients,
wherein the binding agent is
a mixture of liposol maleate and maleic acid, a weight ratio between the liposol maleate and the maleic acid being from 5:95 to 95:5.
