[ 21. A method performed by a user equipment (UE) in a wireless communication system, the method comprising:
receiving, from a base station, a system information block (SIB) including information about a plurality of random access preamble groups for a plurality of coverage extension (CE) levels and information about at least one threshold for the plurality of CE levels;
identifying a CE level for the UE among the plurality of CE levels based on the information about the at least one threshold for the plurality of CE levels and a measured reference signal received power (RSRP);
identifying a random access preamble included in a random access preamble group based on the identified CE level and the information about the plurality of random access preamble groups for the plurality of CE levels;
transmitting, to the base station, the random access preamble based on a number of repetitions required for preamble transmission corresponding to the identified CE level; and
receiving, from the base station. a random access response (RAR) message as a response to the transmitting the random access preamble,
wherein the information about the plurality of random access preamble groups for the plurality of CE levels includes a first value and a second value of each of the plurality of random access preamble groups for the plurality of CE levels,
the first value corresponds to a first preamble of the each of the plurality of random access preamble groups for the plurality of CE levels, and
the second value corresponds to a last preamble of the each of the plurality of random access preamble groups for the plurality of CE levels.]
