1. A base station of a wireless network comprising one or more user devices, the base station comprising a processor configured to cause the base station to:
a) receive an incoming message addressed to a particular user device;
b) determine, according to a DRX (discontinuous reception) schedule of the particular user device, that the particular user device is unavailable;
c) broadcast a polling message indicating which user devices have messages on hold;
d) receiving a reply from the particular user device, the reply indicating that the particular user device is available to receive the incoming message; and
e) transmitting the incoming message to the particular user device.
