1. A dispensing device, comprising:
a housing configured to surround the dispensing device;
a first connection configured to connect to a water source;
a second connection configured to connect to a gas source;
a formula reservoir configured to hold one or more formulas;
a mixing zone configured to mix water from the water source, and gas from the gas source, and formula from the formula reservoir into a mixture;
a charged substrate configured to enable coacervation the mixture; and
a plurality of openings fluidly coupled to the mixing zone, the opening configured to deposit a mixture of the one or more formulas, the gas, and the water onto a surface.
