1. An inorganic-organic phosphate ceramic precursor system comprising:
a first part comprising:
(a) at least one inorganic phosphate salt representative of one or more of formula (i), Am(H2PO4)m·nH2O or (ii) AH3(PO4)2·nH2O; where A is an m-valent metal element; m=1, 2, or 3; and n is 0 to 25 or phosphoric acid; and water;
and a second part combinable with the first part, the second part comprising:
(b) at least one basic oxide or hydroxide represented by the formula B2mOm or B(OH)2m, where B is a 2m-valent metal; and m=1 or 1.5; and water;
wherein at least one of part (a) and part (b) comprise a polymer.
