1. A wireless device comprising:
one or more processors; and
memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
receive one or more messages indicating transmission configuration indicator (TCI) states for downlink transmissions;
receive a medium access control control element (MAC CE) activating a plurality of TCI states of the TCI states;
receive downlink control information (DCI) indicating a TCI state from the plurality of TCI states; and
receive, based on a reference signal identified during a random access procedure and before application of the TCI state, one or more downlink signals.
