1. A system comprising:
a controller configured to control movement of a first vehicle system absent an operator input onboard the first vehicle system, the controller configured to control the movement of the first vehicle system by controlling a propulsion system of the first vehicle system and a braking system of the first vehicle system, the controller configured to be positioned off-board the first vehicle system;
an activation device configured to receive a status signal indicating a presence of a work marker proximate to the first vehicle system; and
a communication device configured to be operatively coupled with the controller and the activation device, the communication device configured to communicate a lockout signal from the activation device to the controller, the lockout signal directing the controller to prevent activation of the propulsion system and engage the braking system to prevent movement of the first vehicle system.
