1. An apparatus comprising:
a memory that stores configuration information that a user equipment (UE) is to use to perform a periodic channel state information-reference signal (CSI-RS) reception, wherein the configuration information comprises a block power parameter and a power control offset parameter; and
a processor, coupled with the memory, configured to:
retrieve the configuration information from the memory;
generate a message that includes the configuration information; and
encode the message for transmission to the UE,
wherein the configuration information enables the UE to determine a reference signal power (referenceSignalPower) of a physical random access channel (PRACH) transmission based on the block power parameter or based on the block power parameter and the power control offset parameter depending on a configuration of the CSI-RS or downlink control information (DCI).
