1. An apparatus, comprising
a memory; and
a processor coupled to the memory, the processor configured to cause the apparatus to:
receive a radio resource control message comprising an indication of a random access channel preamble, a reference signal resource, or both;
receive a reference signal on the reference signal resource;
select a random access channel preamble based at least in part on the reference signal satisfying a threshold; and
transmit the selected random access channel preamble during a random access procedure.
