1. A method for video decoding, comprising:
obtaining a bitstream comprising a plurality of video blocks in a video frame;
deriving, from the bitstream and for a first coding block in the plurality of video blocks, a quantization parameter and a quantized level;
deriving a scale value by looking up a scale level table based on the quantization parameter;
in response to determining that the first coding block is coded in a transform skip mode, obtaining a residual sample for a sample in the first coding block based on the quantized level, the scale value and a plurality of bit-shifts by applying a first de-quantization operation, wherein the first de-quantization operation is also applied to obtain a reconstructed sample for an escape sample in a second coding block coded in a palette mode in the plurality of video blocks; and
reconstructing the first coding block based on the residual sample,
wherein a block size of the first coding block or the second coding block is not used for determining parameters of the first de-quantization operation.
