1. A multi-layered wound dressing consisting of:
a. a bi-layer carrier substrate consisting of a layer of oxidized cellulose joined to a layer of fibers composed of a copolymer made from 90% glycolide and 10% L-lactide;
b. a coating consisting of stacked spray-coated layers of
a layer of alkaline buffer immediately on the carrier substrate,
a layer of PEG-N-hydroxysuccinimide, and
a layer of protected PEG-amine end-capped with a plurality of hydrohalide protective leaving groups between the layer of alkaline buffer and the layer of PEG-N-hydroxysuccinimide,
wherein the alkaline buffer is disodium tetraborate, bis-tris methane (Bis-Tris), or 2-(N-morpholino) ethanesulfonic acid (MES).
