1. A method for unlocking a particular locked device that is associated with providing access to a facility, the method comprising:
initiating an access request via an application program running on a mobile device requesting preapproval for permission to unlock the particular locked device during a requested future time window;
receiving the access request;
receiving a unique identifier associated with the mobile device, and associating the unique identifier with the access request, wherein the unique identifier includes one or more of a unique device identifier of the mobile device and a mobile telephone number of the mobile device;
assigning permissions to the access request, wherein the permissions define access rights for the mobile device associated with the access request that allow the mobile device to unlock the particular locked device during the requested future time window;
sending the permissions to the mobile device associated with the access request for use by the application program running on the mobile device;
the application program running on the mobile device associated with the access request causing the mobile device to wirelessly send an unlock command to the particular locked device to unlock the particular locked device after:
receiving, at a time that is within the requested future time window defined by the assigned permissions, an unlock request via a user interface of the mobile device to unlock the particular locked device;
determining that the mobile device is within a wireless range of the particular locked device; and
the particular locked device, upon wirelessly receiving the unlock command, unlocking the particular locked device.
