1. A base station comprising a processor configured to perform operations comprising:
determining a scaling factor and an offset;
sending, to a user equipment (UE), the scaling factor and offset through a first Radio Resource Control (RRC) signal;
sending, to the UE, downlink control information (DCI) with an indication of a time gap; and
determining a slot for reception of an uplink transmission from the UE based on the scaling factor, the time gap, and the offset.
