1. An apparatus configured to operate as a base station and comprising a processor and a memory, the memory storing computer-executable instructions which, when executed by the processor of the apparatus, cause the apparatus to:
configure a contention-based radio resources configuration for a physical uplink shared channel (PUSCH) so as to define a configured grant PUSCH (CFG-PUSCH),
wherein the contention-based radio resources configuration comprises:
a first configuration for the CFG-PUSCH, and
a second configuration for a demodulation reference signal (DMRS) of the CFG-PUSCH,
wherein time and frequency resources for the CFG-PUSCH in a first slot assigned by the first configuration are associated with resources for the DMRS in the first slot assigned by the second configuration;
broadcast information to a user equipment (UE) so as to configure the CFG-PUSCH for the UE; and
receive small data transmitted from the UE via the at least one resource of the resources assigned by the first configuration,
wherein the small data is transmitted from the UE after the UE transitions from an RRC disconnected state to an RRC connected state or while the UE remains in an RRC-INACTIVE state.
