1. A tag comprising:
a memory comprising a set of instructions; and
a processor coupled to the memory, wherein the processor is configured to execute the set of instructions to:
identify a group of tags within a predefined range of the tag;
receive packets from a leader tag of the group of tags, wherein the leader tag is elected based on voting by the group of tags within the predefined range of the tag;
if no response is received from the leader tag for a predefined period of time, re-initiate election of a new leader tag of remaining tags in the group of tags, wherein the new leader tag initiates transmission of the packets to the remaining tags in the group of tags.
