1. A method comprising:
receiving, by a user equipment (UE), a request to establish a Voice over New Radio (VoNR) communication over a fifth generation telecommunications network;
identifying, by the UE, that the request is associated with a call setup instruction for sending to a first Internet Protocol (IP) Multimedia Subsystem (IMS) associated with the fifth generation telecommunications network;
pausing sending of the call setup instruction to the first IMS based at least in part on identifying the call setup instruction;
receiving one or more test results from a memory of the UE, the one or more test results indicating a signal strength or a signal quality of at least one of: a first radio frequency band of the fifth generation telecommunications network, a second radio frequency band of the fifth generation telecommunications network, or a third radio frequency band of a fourth generation telecommunications network; and
sending, by the UE and based at least in part on the one or more test results, the call setup instruction to one of: the first IMS associated with the fifth generation telecommunications network or a second IMS associated with the fourth generation telecommunications network.
