1. A method by a base station in a communication system, the method comprising:
determining a number of discrete fourier transform (DFT)-precoding blocks on which a DFT precoding is performed;
determining a power backoff value of a power amplifier (PA) of the base station;
transmitting, to a terminal, information indicating the number of DFT-precoding blocks;
transmitting, to the terminal, downlink control information (DCI) including a resource allocation configured based on the number of DFT-precoding blocks; and
transmitting, to the terminal, data based on the resource allocation included in the DCI,
wherein the number of DFT-precoding blocks is associated with the power backoff value.
