1. A method, comprising:
assigning a transport as a roadway manager by a server when an amount of transport traffic exceeds a threshold amount;
pausing a movement of the roadway manager during the assigning;
sending information from the server to the roadway manager that is paused to cause the roadway manager to perform:
displaying a first roadway indicator communicating the information to other transports when the information indicates a threat having a first level, and
displaying a second roadway indicator, different than the first roadway indicator, that communicates the information to other transports when the information indicates a threat having a second level greater than the first level; and
unpausing a movement of the roadway manager by the server after displaying at least one of the first indicator or the second indicator.
